No - this is a myth! The sphincter muscles around the anus act like any other muscle in the body. They contract and sometimes even tear (if they aren't used to being stretched) but heal and strengthen.
Yes, anal play can get messy but does it have to be? Not at all! After trying anal, most people are genuinely surprised by how little mess (if any) there was during play. If you're after a mess-free experience, I’d recommend emptying your bowels 30 minutes before you plan to have anal and use wipes before, during and after.
